Introduction
Are you running a small business in the UAE? You may be eligible for Small Business Relief (SBR), allowing qualifying businesses to pay zero UAE Corporate Tax for eligible tax periods.
With the AED 3 million revenue threshold and the extension of relief until 31 December 2029, this could be a valuable opportunity for UAE startups, entrepreneurs, and SMEs.
But does your business qualify?
What Is Small Business Relief in the UAE?
Small Business Relief is a provision under Article 21 of the UAE Corporate Tax Law that allows eligible resident taxable persons to elect to be treated as having no taxable income for a qualifying tax period.
Key benefits include:
Zero Corporate Tax payable for qualifying periods.
Simplified Corporate Tax reporting.
Reduced tax compliance costs.
Improved cash flow for business growth.
However, businesses must meet the eligibility requirements and elect the relief through their Corporate Tax returns.
Who Qualifies for Small Business Relief?
To qualify, your business must meet the following conditions:
1. Annual revenue of AED 3 million or less
Your revenue must not exceed AED 3 million in the current and all previous applicable tax periods.
The threshold is based on revenue, not profit.
| Business | Annual revenue | Eligible based on revenue? |
|---|---|---|
| Company A | AED 1.5 million | Yes |
| Company B | AED 2.8 million | Yes |
| Company C | AED 3.5 million | No |
Assumes the revenue threshold was also satisfied in previous applicable periods.
Once the AED 3 million threshold is exceeded, the business cannot elect Small Business Relief in subsequent periods under the current rules.
2. UAE resident taxable person
The business must qualify as a UAE resident taxable person under Corporate Tax regulations.
3. Not an excluded business
Small Business Relief is unavailable to Qualifying Free Zone Persons and members of multinational enterprise groups exceeding the AED 3.15 billion consolidated revenue threshold.
4. Election through Corporate Tax filing
Relief is not automatic. Eligible businesses must elect it when submitting their Corporate Tax returns through EmaraTax.
Small Business Relief Extended Until 2029
Under Ministerial Decision No. 131 of 2026, Small Business Relief has been extended to qualifying tax periods ending on or before 31 December 2029.
The AED 3 million revenue threshold remains unchanged.
This gives eligible UAE businesses additional opportunities to benefit from Corporate Tax relief while focusing on sustainable growth.
How Much Corporate Tax Could You Save?
Consider this example:
| Description | Amount |
|---|---|
| Annual revenue | AED 2,500,000 |
| Assumed taxable income | AED 800,000 |
| Corporate Tax without SBR | AED 38,250 |
| Corporate Tax with SBR | AED 0 |
| Potential tax savings | AED 38,250 |
Under the standard UAE Corporate Tax rates, taxable income above AED 375,000 is generally subject to 9% tax.
A qualifying business that validly elects Small Business Relief is treated as having no taxable income for that period.
Example for illustration only; actual savings depend on the business’s tax position.
Do You Still Need to File Corporate Tax?
Yes. Even if your business qualifies for Small Business Relief, you must generally:
Register for Corporate Tax.
Maintain accurate accounting and bookkeeping records.
File your Corporate Tax return on time.
Elect Small Business Relief in the return.
Retain supporting financial documentation.
Corporate Tax returns are generally due within nine months after the end of the relevant tax period.
Small Business Relief does not eliminate separate VAT obligations.
Common Mistakes to Avoid
Business owners should be careful about:
Confusing revenue with profit: The AED 3 million threshold is based on revenue.
Ignoring previous tax periods: Earlier revenue can affect eligibility.
Assuming automatic exemption: The relief must be elected.
Poor bookkeeping: Incomplete records can make eligibility difficult to demonstrate.
Overlooking tax planning: Electing SBR can affect the use of tax losses and other reliefs.
Professional accounting support can help reduce these risks.
